LKA AGMHi I have received this email from Sally More with regards to the rules for this season. A full list of them can be found in the attached document, and if anyone wants a copy emailed to them, let me know. Thanks Please find attached a copy of the League Rules for the LKA Senior Competition for the 2018/19 season. The Rules have been updated as agreed at the Competitions Sub-Committee Meeting on Saturday, 15th September. Some points to note are :- 1) Any changes to the date/time/venue of any of the fixtures published at the start of the season MUST first be approved in principle by the Fixtures Secretary/Competitions Co-ordinator IN ADVANCE of any teams approaching their opposition (this is because of the knock on effect of which teams may not be aware of). 2) All players under age 18 playing in a Senior Competition must complete an underage player form as part of the registration process. A copy is attached for your use. This must be done BEFORE a youth player plays a senior match. If a form has been registered in a previous season, a new form is only required if the player has transferred between clubs. 3) The playing Rules will be the IKF Rules, but only including the shot clock for LRL matches. The "Rolling substitutions" rule will be used for all senior competitions. Two time-outs per team may be used in LRL matches and 1 time-out per team in LKA2 and LKA3 matches. 4) Fixtures have been uploaded to FixturesLive. The result can be input by either team captain (home or away) or either club administrator (home or away). This is done in the Club Member section on FixturesLive of the team captain or club administrator. The result input on FixturesLive should be as shown on the match report form and any changes from this can only be made by myself, or the Competitions Coordinator, after consulting the clubs concerned. 5) Please send match report forms to me at the following address:- 50 Mayfair Avenue Worcester Park Surrey KT4 7SL or email them to me at sallymore@blueyonder.co.uk. This is the responsibility of the home club, including LRL matches (LRL is different to previous seasons where the responsibility was with the referee). The home club should collate all the home and away forms and send them to me in one envelope, or attached to one email, within 96 hours of the match being played. The only matches where the match report forms are the responsibility of the referee are National League matches, Premier & Promo Divisions. 6) Match report forms were distributed to all clubs at the meeting on 15th September. 7) When a higher team is not playing in any week and a lower team is playing, please email me a "dummy team" for the higher team not playing. This should also be done within 96 hours. Dummy line-ups should take into account the restrictions in Rule 8. 8) If a club cannot provide a team of the required number of eligible players to play a match, a development match should be played and the points awarded to the opposition. A development team can include ineligible players from that club. As long as your club provides a minimum of 6 players, the remaining 2 players may be made up from players from another club. If a development match is played, the opposing team will only be awarded the points if they field a team of the required number of eligible players. If a development team is not provided, 2 points will be deducted from the offending team. The following will also apply to London Regional League (LRL) games:- 1) LRL games will be on the same basis as the National League 2) The match will be 30 minutes each way, plus 15 minutes warm up time. 3) The Referees Coordinator will appoint a neutral club to organise a suitable referee for each LRL match. Each team in LRL will be appointed to provide a referee for 9 matches. 4) The referee should be paid the fee according to his/her level of qualification, 1a £30, 1b or R £25, Q £20, unqualified £15. A list of referees and their qualification was circulated at the meeting on 15th September. This will be published on the LKA website shortly. The following will apply to LKA3 only 1) If a team has at least 6 eligible players, up to 2 players who have already played (or are due to play) may play again in a club's bottom team in the bottom division as guest players. 2) This rule is only to be used as a last resort in order for the match to be played, and not as a matter of course. 3) These players must be made known to the referee and the opposing team before they play and clearly marked on the team sheet. The opposing team should be given the opportunity to match up their more experienced players with any "guest players" 4) Teams using this Rule can only be promoted based on the number of points gained in the matches where this Rule was not used. 5) If this Rule is used, and the "guest players" score more than 25% of the goals, the points will be awarded to the opposition. Referees in LKA2 and LKA3 will be provided by the home club and should be paid a minimum of £15 if qualified and £5 if not qualified. Home clubs may swap a refereeing commitment with another club.
